The European Union faces a new problem, as it is currently presided over by Mirek Topolanek, who is currently acting as Prime Minister of the Czech Republic after his government was ousted on Tuesday. The precariousness of Topolanek's situation this limits his powers to act as EU president, the position he will hold until June 30.
In Brussels there are no doubts that he will not be able to execute any bold initiatives during the remainder of his tenure, and such initiatives are currently needed by the EU.
"The idea of leading the EU by small countries every six months has not proven successful. This is the strongest argument until now to force the Lisbon Treaty and appoint the President of Europe," said Francois Heisbourg, an adviser to French President Nicolas Sarkozy.
Polish Minister for European Affairs Mikołaj Dowgielewicz said that, "This is bad news for Poland. We were hoping that strong Czech leadership would consider many projects which are important for us, such as the Eastern Partnership."
